Description: His everyday disguise is an Oridinary Asian Guy With Glasses(TM). While out doing 'business' he changes his form to something that will throw his victim off-guard. In his true form, however, he is a 6 foot tall, muscular, silver-haired, blue-eyed Bishonen of eeeeevil (and geez, that eeeeevil tends to swell like an aura). So you can only see his true form when he's srs business or his suppressed inner-mook tendancies break out with a vengeance while 'raiding'.

Personality: As Hiei, he's the happy, kinda oblivious, charming gentleman who hopes the rest of your day is spiffy. He'll act like a total dork to a random female co-worker if she's nearby. He oddly wont be surprised at any ensuing weirdness because he claimed he heard stories about the island...except for some things. Like, gender-bendering and an army of Trueman.

It would be hard to believe he's really a manipulative, evil, power-stealing bastard.

When he's not Hiei, he's, of course, a manipulative, evil, power-stealing bastard with a side order of short attention span and general laziness (which would explain why he likes to summon mind-controlling bugs to do his dirty-work. Yes, he transitioned from Mook to Big Bad rather well). However, he has a tendency to submit to the local villian and would to try to avoid messing up their plans. In a way, he's here to distract everyone while Darkness sets up the plot bomb.

History: He once was a mook to a Standard Magical Girl Villian. After his boss was defeated by a Draco Lady (he's not really sure which one it was though since there's always a replacement as soon as the current Draco Lady turns 20), Rouge decided to strike out on his own. He first went to medical school and graduated. He spent some time as a Doctor in a major hospital but decided to quit 'cause, hey, even part-time bad guys need sleep and some time off for their 'hobbies'. He then set up a business as a cheap Hitman for Hire which allowed him to practice using powers he just yoinked from some guy off the street.

And then one day a woman came to his office with a 'request'. Her step-daughter keeps shameing the family name and recently decided to try and ruin her plans. Even though she's on an island in the middle of the Pacific, she's still a thorn in his client's side.

After researching the target's location, he discovered that crazy shit tends to happen a lot and there's a large number of people with random spiffy powers that, hey, he can probably yoink from. Thanks to the crazy shit, he figures he can get away with his duties and general troublemaking undetected.

But then he catches wind of the fact that there's a Draco Lady in the area. So his short attention span dictated that if he creates some chaos that attracts her attention, he can lure her into a trap where he could drain away her powers. Too bad for him that our resident Magical Girl's power levels are not over nine thousaaaaaaand and experience tells her that its the island's craziness screwing over some poor sap again.

I never said he was very bright. :/

Extra Abilities: Has spiffy medical knowledge. Can drain a specific power from a victim by apparently grabbing their arm and then later use it. His mook days left him an ability to cast a spell that summons a bug-like creature that will attatch itself on some poor someone and then he'll sit back and watch the ensuing chaos. He can change forms at will. However, his inner-mook made him suseptible to mook cliches, such as the Law of Inverse Ninja.

(If anyone wants to know how to remove the parasite of eeeeevil, it requires a magical girl (HiME, Draco Lady, or otherwise) to use the Power of Love/Peace/Whatever it is they run by now to purify the victim until the parasite is destroyed. If there's no magical girl nearby, then kill the bug and hope its the where you think it is and you didn't accidentally kill the person you were hoping to save :O)

With that being said, do not arrange a private medical exam with him...or else.))
